Every decent person should be mindful of animals, and we should live in a way that reflects a conscious concern for them. But unfortunately, there are outliers in our society — people who know few or no limits when it comes to their mistreatment of animals. It’s for these people that the law must speak, creating a bright-line standard of care and treatment for animals. The HSUS and its affiliate, the Humane Society Legislative Fund, do work in so many domains, but one of them is public policy and enforcement.
